TO SEE IF THEY COULD BE MORE LENIENT TOWARD THE DIFFERENT MODES TO ACCOMMODATE PEDESTRIANS AND BIKES. SO THE MOBILITY FEE CALCULATION PROCESS HAS SEVERAL MAIN STEPS AND THAT IS WHAT WE'RE GOING TO FOCUS ON TODAY. WE'RE GOING TO TAKE YOU THROUGH THESE MAJOR STEPS AS ED SAID. NONE OF THE NUMBER THAT'S REPRESENTING TODAY ARE FINAL. WE'RE STILL ANALYZING THE DIFFERENT NUMBERS AND DIFFERENT WAYS TO USE THE NUMBERS AND WORKING CLOSELY WITH ED AND THE OTHER STAFF MEMBERS WITHIN CLAY COUNTY TO MAKE SURE THAT WHATEVER METHODOLOGY WE CHOOSE IS THE ONE THAT WORKS BEST FOR CLAY COUNTY SCHOOLS.

ED SAID THERE WERE TWO AND NOW WE HAVE SIX DISTRICTS SO THE COUNTY IS DIVIDED INTO THESE SIX AREAS AND EACH WILL HAVE THEIR OWN MOBILITY FEE.
AND THAT PROVIDES CLAY COUNTY WITH FLEXIBILITY AS TO HOW THEY WANT TO SET UP THIS FEE STRUCTURE.
SO THESE AREAS WERE DEVELOPED WITH A LOT OF INPUT FROM THE CLAY COUNTY STAFF. THAT IS OUR CURRENT DISTRICT AND THEN AS I SAID WE USE THE NORTHEAST REGIONAL TRANSPORTATION MODEL. THAT MODEL SIMULATES THE ROADWAY NETWORK THAT EXISTS IN CLAY COUNTY.
YOU'RE LOOKING AT A 20-45 NETWORK SO WE'VE ADDED QUITE A FEW ROADS. TOLL ROADS BUT ALSO COUNTY ROADS. WE WORKED CLOSELY W -- WITH ED D DALE SMITH. IT'S A VERY IMPORTANT INPUT INTO THE MOBILITY FIFA CALCULATIONS AND ALSO THE AVERAGE TRIP LIFE FOR EACH OF THE DISTRICTS. WE USE THIS MODEL TO DEVELOP THESE PARTICULAR INPUT VALUES. SO HERE YOU SEE AN EXAMPLE AS I SAID THESE NUMBERS ARE NOT FINAL.
THESE ARE OUR INITIAL RUNS. WHERE WE USE THE MODEL TO CALCULATE WHAT THE VEHICLE MILES CURRENTLY ARE AND WHAT WE'RE PROJECTING THEM TO BE. BASED THE FORECAST THE SOCIOECONOMIC DATA FORECAST FOR THE YEAR 2045.
SO WHAT SEE HERE IS A TABLE THAT SHOWS YOU HOW MUCH OF THAT VEHICLE MILES TRAVELED ARE ON THE STATE ROAD SYSTEM VERSUS ON THE COUNTY SYSTEM. AND THIS IS IMPORTANT TO KNOW BASED ON THE WAY THAT YOU CALCULATE THE FEE.
YOU HAVE DIFFERENT OPTIONS OF CALCULATING.

WE'LL SHOWING THAT THE VEHICLE MILES TRAVELED IN THE YEAR 2015 WHICH IS THE BASE YEAR OF THE MODEL 56% VEHICLES WERE ON THE STATE ROAD SYSTEM AND 44% WAS OF THE COUNTY SYSTEM.THESE NUMBERS CHANGE IN THE FUTURE YEAR AS YOU CAN SEE.
THERE IS A LOT OF COUNTY ROADS ADDED AND THEY ARE ADDED WHERE DEVELOPMENT IS GOING TO OCCUR. SO A LOT OF THE VEHICLE MILES TRAVELED ARE SHIFTING TOWARD THE COUNTY SYSTEM SO THE PERCENTAGE BECOMES 52/48 BUT THESE ARE JUST PRELIMINARY NUMBERS OF THE IDEA OF WHAT WE LOOK AT. WE CAN SEE THAT THERE IS AN INCREASE IN 1,000,809,000772 VEHICLES TRAVELED ON THE COUNTY SYSTEM AND THAT IS A NUMBER THAT YOU CAN USE IN YOUR MOBILITY FEE CALCULATION. SO HERE THE OTHER IMPORTANT INPUT IN THE PROCESS IS THE PROJECTS AND THE COST OF THESE PROJECTS AND THESE PROJECTS WERE CLOSELY COORDINATED WITH CLAY CONFIDENT STAFF AND THESE ARE THE ROADWAY PROJECTS LISTS AND COSTS CURRENTLY THAT WE INCLUDED IN THE MOBILITY FEE CALCULATION.
IT'S IMPORTANT TO REALIZE THAT THE PROJECTS ARE INCLUDED IN THE LIST ARE THE ONES THAT CAN USE MOBILITY FEES.
OR OBTAIN CREDITS OF THOSE PROJECTS.

THERE ARE SOME -- IDENTIFIED IN CLAY COUNTY THAT WE ARE CURRENTLY INCLUDING IN THE LIST BUT ON TOP OF THAT WE WOULD LIKE TO SET MONEY APART SO THAT WE CAN USE THE MOBILITY FEE TO IMPLEMENT BIKE FACILITIES OR PEDESTRIANS FACILITIES WITHIN THE DIFFERENT DISTRICTS. THESE ARE PLACEHOLDERS THAT YOU SEE. FOR MOST OF THE DISTRICTS WE ASSUME 10 MILES OF BIKE/PEDESTRIANS FACILITIES.
SO THESE ARE ESTIMATES AND PLACE HOLDERS FOR AND PEDESTRIAN FACILITIES IN THOSE DISTRICTS THIS.
IS A SUMMARY OF THE DIFFERENT COSTS ASSOCIATED WITH THE DIFFERENT MODES. SO THE ONE THAT WE ADDED HERE IS A TRANSIT MODE. WE'VE BEEN DISCUSSING HOW TO IMPROVE -- TRANSIT USE IN CLAY COUNTY SO ONE OF THE IDEAS WE HAVE IS TO FOCUS ON MOBILITY HUBS TO CREATE AREAS WHERE TRANSIT SERVICE CAN BE PROVIDED AND WHERE PEOPLE CAN GO TO ACCESS THEIR TRANSIT SERVICE. THE GAS STATIONS FOR EXAMPLE, I HAVE A LOT OF DRIVE BY TRIPS. THAT CREATES NEW TRIPS.PEOPLE DON'T MAKE A TRIP JUST TO GO TO THE GAS STATION.
