WHEN I LOOKED AT IT, FROM MY PERSPECTIVE IT WAS DANGEROUS, IT WAS NOISY, REQUIRES QUITE A BIT OF RIGHT-OF-WAY AND HENCE A LOT OF BUSINESS IMPACT. I WENT AHEAD AND REDESIGNED IT. AND BASICALLY WHAT I TOOK WAS THE BLACK CREEK TRAIL STATS AT THE BOTTOM AND GOES -- STARTS AT THE BOTTOM AND GOES UP TO JOHNSON SLOUGH WHERE I RECOMMENDED SUSPENSION BRIDGE RATHER THAN JUST A BOXY TYPE THING. AND THEN IT GOES THROUGH THE OUTSIDE OF THE ST. VINCENT'S MEDICAL CENTER ALONG MILWAUKEE AVENUE.
BY THE WAY, SINCE BRADLEY PARK IS NOW OPEN, THE TRAIL USERS ARE GOING TO HAVE A SIMPLE ACCESS DOWN TO BRADLEY PARK. IT GOES DOWN TO DOGWOOD LANE AND UP DOINGWOOD TO DUCHESS LAKE DRIVE WHERE I'M RECOMMENDING A PEDESTRIAN CROSSING SO IT CONNECTS TO THE DOCTOR'S LAKE TRIAL. NOW WE'VE GOT TWO TRAILS COMING TOGETHER. IT GOES ALONG ACROSS KINSLEY UP ALONG THE RAILROAD TRACKS TO WELLS ROAD. THE CRITICAL PART OF THIS TRAIL WAS GETTING APPROVAL FOR ST. VINCENT'S TO GIVE US THAT EASEMENT THROUGH THEIR PROPERTY. I FOUND OUT THAT A CEO WAS BILL MAY HER. I INVITED HIM AND PRESENTED THAT TO HIM. EIGHT DAYS LATER I GOT AN EMAIL SAYING THAT ST. VINCENT'S BOARD HAD UNANIMOUSLY APPROVED THE 20 FOOT RIGHT-OF-WAY THROUGH THEIR PROPERTY. AND THAT'S WHAT MADE THE TRAIL FEASIBLE. SO WE OWE A LOT OF GRATITUDE TO THEM. THAT TRAIL THEN CONTINUES UP ALL THE WAY TO WELLS ROAD. BUT ALONG THE WAY THERE'S A WATER RETENTION POND THAT THE TOWN OWNS. SO, I RECOMMENDED THAT WE PUT A TRAIL AROUND THAT LAKE WHICH IS QUITE A LARGE LAKE, ADD RESTROOM RING BENCHES AND SO FORTH, SO WE HAVE A WAY STOP FOR PEOPLE ON THE TRAIL. THEN AT WELLS ROAD WE THEN MEET THE SECTION THAT IS GOING TO BE OWNED BY THE CLAY COUNTY COMMISSION. IT'S 450 FEET OF THE TRAIL OF YOURS. AND THEN SO YOU SEE THE RED SECTIONS BETWEEN WELLS ROAD AND 295. THE NEXT SECTION IS OWNED BY THE D.O.T.
AS WE GO UNDER 295. SO, RIGHT NOW WE'VE GOT THREE GOVERNMENT ENTITIES THAT ARE INVOLVED WITH THE TRAIL. THEN THE TRAIL GOES UP TO COLLINS ROAD, ALONG COLLINS ROAD, 17, AND THEN GOES ALL THE WAY UP TO NAS-JACKSONVILLE. THAT'S THE FOURTH GOVERNMENT ENTITY. NAS JAX WE HAVE ACROSS THE 17 AND GOES ALL THE WAY INTO NAS JAX TO THE SECURITY GATE. ONE GOOD THING OUT OF THIS IS THE CAPTAIN WANTS THIS TRAIL SO HIS STAFF CAN BICYCLE TO WORK AND CUT DOWN ON CONGESTION. SO, THEY'VE AGREED WHOEVER IS BUILDING THE TRAIL CAN COME ON TO FEDERAL LANDS AND DO THE WORK THERE RATHER THAN GETTING A SEPARATE CONTRACTOR. SO THAT'S THE FIFTH GOVERNMENT ENTITY INVOLVED IN THIS TRAIL. SO WHAT WE HAVE IS A BLACK CREEK TRAIL IN PURPLE THAT IS 8.3 MILES LONG. THE AREA GOES THROUGH THE TOWN OF ORANGE PARK. THE PURPLE IS CLAY COUNTY. THE YELLOW IS CITY OF JACKSONVILLE AND THE BLUE IS NAS-JAX. SO, OVERALL THIS PROJECT IS ON THE SECOND IMAGE WHERE IT STARTS AT THE END OF THE EXISTING BLACK CREEK TRAIL

AND ENDS AT THE SECURITY GATE. ONE OF THE ISSUES THERE IS COMMISSIONER BOLLA KNOWS VERY WELL, CSX WILL NOT ALLOW YOU TO PUT A TRAIL ON THEIR RIGHT-OF-WAY. SO THE BIG CHALLENGE WAS TO PUT A ROUTE ATHAT DOES NOT USE THEIR RIGHT-OF-WAY. SO, THROUGH VARIOUS MEANS, YOU KNOW, THE TOWN DID A SURVEY AND WE FOUND THERE IS A TOWN RIGHT-OF-WAY EASEMENT TO SHORE STREET. BEYOND THAT, I SORT OF MAPPED OUT, YOU KNOW, THEIR RIGHT-OF-WAY AND THAT WE CAN ACTUALLY GET THE TRAIL ALL THE WAY TO COLLINS ROAD WITHOUT IMPINGING ON CSX'S RIGHT-OF-WAY. WE DO HAVE AN EASEMENT AT 600 WELLS ROAD TO BE ATTAINED YET. SO, YOU SEE THE EASEMENT IN YELLOW ON THERE. THAT IS 600 WELLS ROAD. I'M IN THE PROCESS OF CONTACTING THEM TO GET THAT APPROVED. BUT I DON'T SEE IT AS A PROBLEM BECAUSE THAT AREA IS CURRENTLY CLEAR BY JEA TO KEEP THE TREES AND BUSH AWAY FROM THEIR TRANSMISSION LINES. ON THE OTHER SIDE YOU CAN SEE THAT IS THE SECTION IN CLAY COUNTY. IT'S OPEN SPACE RIGHT NOW BETWEEN CSX RIGHT-OF-WAY IN THE BLUE AND DITCH WHICH WHICH IS THAT PROPERTY ON THE RIGHT-HAND SIDE. TO GET UNDER 295 WAS QUITE A CHALLENGE. I FIRST THOUGHT OF ONE WAY TO CUT THE EMBANKMENT BACK AND PUT THE TRAIL UNDER THE BRIDGE WHICH IS THE LOWER DIAGRAM WHICH IS A PRETTY COMMON PRACTICE FOR THE D.O.T. NOW DAYS TO ADD EXTRA LANES AND SO FORTH UNDER OVERPASSED. AND THEN THE SECOND OPTION WAS TO PUT THE TRAIL UNDER THROUGH A TUNNEL UNDER 295. AND BECAUSE THE LOWER ONE CUTTING THE EMBANKMENT BACK IS GOING TO BE PARTIALLY ON CSX'S RIGHT-OF-WAY, I'VE HAD TO GO WITH THE TUNNEL AS THE NUMBER 1 CHOICE FOR GETTING IT THROUGH.AND AS FAR AS SOMETIMES IT'S PRETTY TIGHT. YOU CAN SEE THERE THAT PARTRIDGE FENCE IS THERE AND THEN YOU'VE GOT THE CSX RIGHT-OF-WAY. AND WE PROBABLY GOT JUST ENOUGH SPACE FOR A TEN FOOT TRAIL TO GO EH THROUGH THIS. BE UP AGAINST THE FENCE LINE. ON THE RIGHT IS THAT AREA AT 600 WELLS ROAD THAT IS BEEN CLEARED FOR A LONG TIME TO KEEP THE TREES AWAY FROM THE TRANSMISSION LINES. SO, I BELIEVE THAT SHOULD BE FAIRLY EASY TO GET A TRAIL THROUGH THERE. SO, AT THIS CURRENT, I HAVE AGREEMENTS FROM CAPTAIN WITH NAS-JAX HE REALLY WANTS THIS FOR HIS STAFF. BECAUSE OF HIS SUPPORT I'VE CHANGED THE WORDING FROM A RECREATION TRAIL TO A TRANSPORTATION/RECREATIONAL TRAIL BECAUSE OF HIS NEED FOR HIS STAFF. AND THAT OPENS UP THE PARK TO A LOT MORE MONEY THAT COULD BE ATTAINED FOR IT. I'VE BEEN WORKING WITH THE CITY OF JACKSONVILLE BRIAN BIRKETT. I'M MEETING WITH ONE OF THE COUNCIL MEMBERS NEXT WEEK TO GET ON THE ASCOMBREPDA AT THE CITY OF JACKSONVILLE TO GET THEIR ENDORSEMENT FOR THE TRAIL. I SHOULD GET THE ENDORSEMENT OF THE TOWN NEXT TUESDAY. AND THEN OBVIOUSLY YOU ARE THE LAST ONE BUT THE FIRST RIGHT TO GIVE FORMAL APPROVAL IF YOU DO WISH TO DO SO. SO THE NEXT STEPS ARE GETTING THE MONEY. THERE'S A FEW LITTLE THINGS I'VE GOT TO TIDY UP FIRST, BUT TALKING TO THE D.O.T., JIM KNIGHT, IT WAS LIKE 8-10 MILLION TO GO UNDER 295 AND 8-10 MILLION TO GO ALONG U.S. 17 BECAUSE OF DRAINAGE PROBLEMS THAT HAS TO BE AN ELEVATED TRAIL. BUT BASED ON HIS COST OF $50 A SQUARE FOOT I'VE WORKED OUT $5.5 MILLION. I'M STAYING WITH THE LARGER NUMBER AT THE MOMENT. AND THEN THE BIGGER ISSUE IS WE'VE GOT FIVE GOVERNMENT ENTITIES INVOLVED IN THIS TRAIL. AND SO HOW DO WE GET IT DESIGNED AND BUILT AS A SING TRAIL. I DON'T WANT PIECEMEALING OF THIS BECAUSE I WANT TO MAKE SURE IT GETS DONE. AND SO ONE OPTION IS HAVE THE D.O.T. DESIGN AND BUILD IT ONCE WE GET THE MONEY. THE SECOND IS HAVE THE STEERING COMMITTEE OF THE FIVE GOVERNMENT ENTITIES TO SEE THE PLAN. SO, WITH THAT, BACK TO -- ANY

I'VE LIVED IN CLAY COUNTY WELL OVER 30 YEARS AND THIS TRAIL HAS BEEN TALKED ABOUT FOR AT LEAST 25 YEARS. WE'VE GOT A LARGE BICYCLING COMMUNITY IN CLAY COUNTY, YOU KNOW, AND OUR COUNTY MANAGER M MR. WANNAMAKER HE IS ALSO WELL AWARE HAVING BEEN THE FORMER CEO OF NAS-JAX. YOU GOT A SIGNIFICANT AMOUNT OF NAVY PERSONNEL AND CIVILIANS WHO WORK ON THE BASE ARE BICYCLISTS. MOST OF US HAVE SEEN THEM GO UNDER THE OVERPASS, UNDER 295 ON 17 AND YOU JUST CRINGE BECAUSE YOU KNOW IT IS AN ACCIDENT WAITING TO HELP. THE OBJECT TOSS GET THE BICYCLISTS OFF THE MAIN ROADS. WHICH, ONE, CREATES LESS IRRITATION AMONG THE GENERAL POPULATION AND IT'S CERTAINLY A HECK OF A LOT SAFER FOR THE BICYCLISTS AND ALL OF US CONCERNED. SO, I THINK 23R WHAT I HAVE SEEN HAVING BEEN INVOLVED WITH THIS FOR A NUMBER OF YEARS SINCE I AM A BICYCLIST ALSO IS THIS IS A FIRST TIME WE'VE ACTUALLY GOTTEN TO A POINT WHERE THIS HAS GOTTEN THIS FAR ALONG WHERE YOU ACTUALLY HAVE A VIABLE PATHWAY THAT LOOKS LIKE IT MIGHT WORK. AS REGARDS TO FUNDING IS CONCERNED, THAT ALL NEEDS TO BE ADDRESSED AND THERE IS A BUNCH OF AREAS THAT NEED TO BE LOOKED AT. HOWEVER, I THINK IT'S VERY POSITIVE FOR CLAY COUNTY. REMEMBER THESE FOLKS DON'T LIVE NECESSARILY IN THE TOWN OF ORANGE PARK. THEY LIVE IN CLAY COUNTY. I THINK IT WOULD BE A GREAT BOON TO CLAY COUNTY TO DO THIS BECAUSE IT IS A TRANSPORTATION MODE FOR THE NAVAL AIR STATION AND FOR THE RECREATIONAL BICYCLISTS GOING TO THE PARK OR WHATEVER BECAUSE IT'S RIGHT THERE. TO KEEP THIS THING MOVING FORWARD, HE NEEDS TO BE COMMENDED FOR THE WORK HE'S DONE. THAT BEING SAID, THERE IS A COUPLE OF OTHER PROMOTIONAL ITEMS HERE SO TO SPEAK. THE COMMITTEE HAS WORKED OVER THE PAST YEAR ON A NUMEROUS TRAILS WHICH SOME OF YOU ARE AWARE OF. WE'VE COMPLETED THE BLACK CREEK OFF-ROAD BIKE PATH. 4.5 MILES IN BLACK CREEK PARK, YOU KNOW, THAT'S THE SOUTHERN OFF-ROAD BICYCLE ASSOCIATION. AND ROBERT DEWS HELPED CREATE THE ENTIRE TRAIL THAT WAS BUILT BY THOSE FOLKS FOR THE USE OF THE GENERAL PUBLIC IN CLAY COUNTY. THE MAJOR ISSUE WE'RE WORKING ON NOW IS LIKE I TEND TO CALL THE NORTH FLORIDA GREENWAY THAT'S GOING TO LINK THEJACK BALDWIN RAIL TRAIL TO CECIL FIELD, CECIL FIELD TO OLD JENNINGS FOREST, NOT OLD BUT JENNINGS FOREST, AND TAKE THE TRAIL THROUGH JENNINGS FOREST ALL THE WAY INTO CLAY COUNTY AND THEN IT WILL CONTINUE ALL THE WAY DOWN TO KEYSTONE HEIGHTS TO GOLD HEAD STATE PARK. THAT IN TURN TIES IT IN TO PA LACKA LAKE BUTLER TRAIL. SO, YOU HAVE A TREMENDOUS CORRIDOR THAT GETS BICYCLISTS OFF THE HIGHLY TRAFFICKED ROADS. AND THAT IS THE WHOLE POINT OF IT. SO, JUST SO YOU KNOW THAT IS WHAT WE'RE DOING. ON THE KAYAKING FRONT WE WANT TO THANK PARKS AND REC FOR ALL THE WORK THEY'VE DONE AT CAMP.
