TEN YEARS AGO I WAS ON TV ABOUT THAT INTERSECTION AT HENLEY AND 220, BUT IT TAKES TWO YEARS TO BUILD A 5. 2 MILE ROAD FOR $42.3 MILLION.

ALL OF THAT COULD HAVE SOLVED ISSUES IN CLAY COUNTY, BUT WE GOT A ROAD TO NOWHERE FOR A 70 MILLION SELL FOR THE OLIGARCHS. THAT'S WHERE WE ARE IN THIS COUNTRY AND THAT'S WHERE WE ARE IN THIS COUNTY.

IN CONNECTION WITH THIS AGREEMENT, THEY HAVE DIVIDED IT UP INTO FIVE DIFFERENT SEGMENTS, BUT AS YOU'RE AWARE, THE CREDITS THAT ARE ALLOCATED ARE NOT GIVEN TO THEM UNTIL THEY DONATE THE RIGHT OF WAY AND THEN THEY WOULD RECEIVE A PORTION AND THEN ALSO ONCE CONSTRUCTION IS COMPLETE THEY WOULD THEN RECEIVE THE CREDITS. IT IS ALL ATTRIBUTED TO THE MILEAGE THAT THEY DODO EACH SEGMENT. IT WAS BENCHONED ABOUT BONDING AND THERE IS A PROVISION IN HERE THAT THEY CAN MOVE FORWARD AND BOND A PARTICULAR SECTION AND WHAT THAT ALLOWS THEM TO DO IS THEY DO THAT AND THEY PROVIDE US A BOND ATTRIBUTABLE TO THAT SECTION, THEY CAN GO AHEAD AND RECEIVE THE CREDITS.

RECOMMENDATION IS OPTION NUMBER TWO TO CONSTRUCT AT THE OUTDOOR ADVENTURE PARK. WE DETERMINED THAT THIS WOULD BE MORE BENEFICIAL BOTH FINANCIALLY AND OPERATIONALLY TO CONSTRUCT THE FIRE TRAINING FACILITY ON COUNTY-OWNED PROPERTY WORKING -- SORRY, WORKING WITH PUBLIC REC DEPARTMENT AND ZONED C WHICH OF THE OUTDOOR ADVENTURE PARK WHERE THAT RED SQUARE IS, AND IT WAS ZONE C WOULD BE THE BEST OPTION TO CONSTRUCT THIS FACILITY.

SO THE ESTIMATED SAVINGS BY CHANGING THE LOCATION WOULD BE APPROXIMATELY $679,000. THIS PROPERTY IS COUNTY OWNED. SO THAT WOULD ELIMINATE US HAVING TO ASK PERMISSION TO USE THE FACILITY THAT WE PAID FOR. CAMP BLANDING WOULD STILL HAVE ACCESS TO USE THE FACILITY TO TRAIN ON.

THE SITE HERE, THE OUTDOOR ADVENTURE PARK IS MORE SECURE. THERE IS A DAILY PRESENCE THERE AT THE LOCATION.

RESTROOMS, ANOTHER BENEFIT IS THE RESTROOM WOULD BE ON THIS SITE AT CAMP BLANDING, THERE'S NOTHING AVAILABLE. THIS PROJECT WOULD BE ELIGIBLE TOO USE THE PUBLIC SAFETY FUNDING, AND WHILE THE RELOCATION WILL REQUIRE A LITTLE BIT TO GO TO REDESIGN.
