1. Approval for the Clay County Sheriff’s Office (CCSO) to apply for the following grants:
(A) U.S. Department of Justice (DOJ), Edward Byrne Memorial Justice Assistance Grant (JAG) (Local Solicitation) The amount of this grant is $43,433.00 for the purpose of funding a range of program areas including law enforcement and technology improvement programs. The agency intends to use the funds to purchase hardware and software to further improve the technology needs within the agency, including the replacement of equipment previously purchased with grant funds.
(B) Florida Department of Law Enforcement (FDLE), Edward Byrne Memorial Justice Assistance Grant (JAG) (State Solicitation) The amount of this grant is to be determined. The funding amount from this grant is yet to be determined and supports the Clay County multijurisdictional Drug Task Force. Grants funds are used to pay for investigative overtime costs associated with task force operations and related search warrants activities. The Drug Task Force is comprised of law enforcement officers from the Clay County Sheriff's Office, Green Cove Springs Police Department and the Orange Park Police Department.
(C) Firehouse Subs Grant The requested funding is to be determined. The agency will use the funds to purchase safety equipment such as automated external defibrillators (AEDs) and tactical medical kits. AEDs and tactical medical kits are used to assist in life saving medical treatment on calls where law enforcement arrives on scene before emergency medical services have arrived. This is a continuation of the Sheriff's project to have all patrol vehicles equipped with safety equipment.
(D) Spirit of Blue Grant The award of this grant is based on available funds. The funding amount is to be determined to purchase safety equipment such as AED units and ballistic shields. The purchase of the AEDs will continue the Sheriff's project of equipping all patrol vehicles with AED units. Ballistic shields give our deputies a tactical advantage when approaching suspects and offers limited cover and protection in circumstances involving gunfire.
(E) State Criminal Alien Assistance Program (SCAAP) Grant The award of this grant is based on available funds. SCAAP provides federal payments to states and localities that incurred correctional officer salary costs for incarcerating undocumented criminal aliens who have at least one felony or two misdemeanor convictions. Grant funds are used for correctional purposes including overtime costs.
(F) Bullet Proof Vest Partnership Funds from this grant assist in offsetting the costs of purchasing bullet proof vests issued to the agency's law enforcement members.
There is no grant match requirement for any of these grants.
2. Approval and signature of following application requirements for the FY 2016 Edward Byrne Memorial Justice Assistance Grant (JAG) Program, JAG Countywide - State Solicitation, pending approval of grant application.
(A) Certificate of Participation form, and,
(B) Board of County Commissioners letter for 51% consensus.
3. Approval of the Budget Resolution to record revenue received from the Teen Driver Challenge Grant in the amount of $1,000.00 into the Law Enforcement Grants Division. The funds are to be used by the Clay County Sheriff’s Office for updated Teen Driver Challenge Program materials, resources and instructor fees necessary for a successful program.
4. Approval of budget transfer out of Law Enforcement Trust Fund Reserve for Contingency in the amount of $45,130.00 into the Contraband Forfeiture Division's budget. The funds are to be used to expend the required donations as per Florida Statute 932, as well as purchase equipment for the Clay County Drug Task Force with Project Generated Income (PGI) funds which expire September 30, 2016.
5. Approval of the 2016-2017 Emergency Management Preparedness and Assistance Grant Agreement with the State of Florida Division of Emergency Management, in the amount of $105,806.00, for maintenance of the County's Emergency Management Program, for the period of July 1, 2016-June 30, 2017, at no cost to the County. 6. Approval of the 2016-2017 Performance Grant Agreement with the State of Florida Division of Emergency Management, for the term of July 1, 2016 - June 30, 2017, as a reimbursement grant with a revenue award of $71,337.00. Funding Source: Not Applicable-Revenue
7. Approval of Budget Resolution in the amount of $71,337.00 to record unanticipated revenue from State of Florida, Division of Emergency Management, 2016-2017 Emergency Management Performance Grant (EMPG). The funds are to be used by the Emergency Management Division to maintain Clay County’s Emergency Management Program. Approval of this item is contingent upon Board approval of the 2016-2017 EMPG funding agreement.
