WE ARE LOOKING AT THE REDEVELOPMENT. >> A FEW THINGS TO UPDATE. WE HAVE MET WITH ENGINEERING. WE TALKED ABOUT ROAD DESIGN. THIS IS ONE OF THE THINGS THAT ADDS TO THE CHARACTER OF A PLACE. F DOT, HAS THIS CONCEPT. THEY HAVE A DIFFERENT DESIGN, DEPENDING ON WHERE IT IS IN THE CONTEXT. WE ARE LOOKING AT WHAT THE STATE IS DOING NEXT. WE HAVE A WIDE VARIETY OF ROADS. THIS IS PART OF OUR ZONING. THIS IS GOING TO BE WITHIN THE PICTURE RIGHT HERE. WE HAVEN'T WITHIN THE ZONING. WE ARE JUST WEAVING THROUGH. THAT IS CODIFIED. WE ARE LOOKING AT THE NEIGHBORHOOD CENTERS. WE ARE WORKING WITH THE FIRE DEPARTMENT, TO START TO UNDERSTAND HOW WE CAN MAKE SURE ALL THE ROADS ARE CHARMING. THIS IS IN OUR BEST INTEREST TO READ I WANT TO MAKE SURE THAT THE FIREFIGHTERS LIFE IS EASY [00:15:06] AS WELL. WE ARE LOOKING AT THE PROPER TURNING RADIUS OF THE INTERSECTION. THAT'S ACTUALLY RUNNING THE COUNTY'S FIRE TRUCK THROUGH THE PLANT. THEY MAKE SURE THAT THEY CAN MAKE THE TURN EASILY. WE HAVE A FEW PLACES WHERE THEY NEED TO GO DOWN A REAR ALLEY. THEY ARE VERY THOUGHTFUL ABOUT HOW THEY ARE ADDRESSING THESE THINGS. THIS IS ANOTHER EXAMPLE OF FOLLOWING THE FIRE TRUCK THROUGH ONE OF THESE NEW WORK SERVICES. THESE ARE WALKABLE NEIGHBORHOODS. THIS IS ANOTHER EXAMPLE ON THE STREET. THEY ARE TALKING TO THE FIRE DEPARTMENT. WE NEED TO BUILD A PASS. THEY NEED TO HAVE AREAS WHERE THEY CAN MAKE THAT HAPPEN. LASTLY, WE ARE LOOKING AT ONE OF THE VILLAGE AREAS. LOOKING AT THE RADIUS. MAKING SURE THAT EVERY HOUSE IS PART OF THE SERVICE. WE SHOW THEM FOR THIS. I HAVE NEVER SEEN THIS BEFORE. WE ARE JUMPING IN HERE, AND COVERING SOME OF THE OTHER DISCUSSIONS THAT WE HAVE BEEN HAVING. >> 1301 RIVER BOULEVARD. WHEN YOU DEAL WITH SCHOOL AND IMPACT ISSUES, YOU'RE WORKING ON A PROP SHARE AGREEMENT. WHEN WE MET WITH THE SCHOOL DISTRICT, THE FIRST THING THAT THEY SAID TO US, THIS IS WHAT WE DON'T WANT. WE DON'T WANT YOU TO GIVE US A BIG PIECE OF PROPERTY. THIS IS THE SCHOOL IMPACT FEES. THIS IS SO THAT YOU DON'T PAY US ANY SCHOOL IMPACT FEES. WE WANT FOR YOU TO PAY US THE SCHOOL IMPACT FEES. THEY ARE ADDING ON TO SCHOOLS. FIXING PROBLEMS. WE WANT YOU TO PAY US THE MONEY. LISA OKAY, THIS IS A 30 YEAR PROJECT. THEY HAVE RELATIVELY SMALL INCREMENTS OF RESIDENTIAL USES. THEY COME EVERY FIVE YEARS OVER THOSE 30 YEARS. THEY SAID AT SOME POINT IN TIME IN THE FUTURE, WE WERE LOOKING AT THE ELEMENTARY AND MIDDLE SCHOOL PROJECTS. WHAT WE WOULD LIKE FOR YOU TO DO, RIGHT NOW, YOU AGREE TO PAY US THE MONEY. WE DON'T WANT ANY LAND RIGHT NOW. PASS THE MONEY. AT SOME POINT IN THE FUTURE, THE SCHOOL BOARD MIGHT WANT TO SCHOOL SIDE. THEY WANTED THAT WORD IN THERE. CONVEY THE SCHOOL SITE. IT HAS TO BE ON THE DEVELOPABLE ACREAGE. AT THAT TIME, WILL YOU GET THE SITE, YOU CAN GET THE CREDIT THAT YOU ARE DUE. THE SCHOOL BOARD, WANTS TO BE THE ONES TO CHOOSE WHEN WE GET THE SCHOOL SITE. WE ARE LOOKING AT WHAT KIND OF SCHOOL SITE IT IS. WE HAVE THE SPECIFICS ON THAT. WITH ALL THAT SAID, YES, WE WILL DO THAT. THAT SCHOOL SITE COMMITMENT, AND OUR COMMITMENT TO ANY OF THE PROP SHARES, THAT WILL ALL BE SPELLED OUT IN THE DEVELOPMENT AGREEMENT. THAT MAKES US MOST OF THE PLANNED UNIT DEVELOPMENTS AND REZONINGS THAT YOU SEE COME BEFORE YOU. WE MENTIONED THIS. AT THE PLANNING COMMISSION WAS FROM THE BOARD OF COUNTY COMMISSIONERS. A DEVELOPMENT AGREEMENT, IS A PRETTY UNIQUE THING. IT IS PROVIDED BY STATE STATUTES. YOU HAVE DONE THEM BEFORE. I HAVE DONE THEM WITH YOU BEFORE. DEVELOPMENT AGREEMENTS ARE INTENDED TO LAY OUT THE COMMITMENTS BY THE [00:20:02] DEVELOPER. WHETHER THEY ARE RELATED TO SCHOOLS, FIRE AND RESCUE, WHERE WE HAVE MADE SIMILAR KINDS OF COMMITMENTS. THIS IS WHETHER THEY ARE RELATED TO CERTAIN PLANNED UNIT DEVELOPMENT CONDITIONS. THIS IS WHAT YOU ALL WANT TO SEE. YOU WANT TO SEE IT IN A DEVELOPMENT AGREEMENT AS WELL. THIS IS DEFINITELY ENFORCEABLE BY THE COUNTY. THOSE ARE THE KINDS OF THINGS THAT WE ARE GOING TO PUT IN THE DEVELOPMENT AGREEMENT. THE SCHOOL COMMITMENTS ARE AN EXAMPLE OF THAT. THEY WOULD BE SPELLED OUT. WE DID SUBMIT A DRAFT OF THE DEVELOPMENT AGREEMENT. THOSE ARE AVAILABLE FOR YOU IN THE EVENT THAT YOU WANT TO LOOK AT THEM. THEY WORK FOR YOU AT THAT TIME. THESE ARE ALL COMMITMENTS THAT WILL BE ENFORCEABLE IN THE DEVELOPMENT AGREEMENT. I'M LOOKING AT SOME OF THESE EXAMPLES. WE ARE GOING TO SET THIS ASIDE AS OPEN SPACE. WE ARE LOOKING AT THE OPEN SPACES DEFINED. IN TERMS OF THESE USES, YOU WILL WANT TO LOOK AT THE RESIDENTIAL AGREEMENT. RIGHT NOW, IT IS A 4000. YOU WILL ALSO SEE SQUARE FEET FOR COMMERCIAL OFFICE LIGHT INDUSTRIAL FLEX SPACE. WE ARE LOOKING AT THE SQUARE FOOTAGE FOR THE EDUCATIONAL FACILITIES. WE HAVE HIGHER EDUCATION FACILITIES LIKE A JUNIOR COLLEGE. WE HAVE THIS AT ONE POINT IN THE SITE PLAN. WITH THE SQUARE FOOTAGE IS, AND THOSE UNIT NUMBERS, HERE COMES THE CONVERSION TABLE. WHEN WE HEARD THIS FROM THE PLANNING COMMISSION, WE DON'T LIKE CONVERSION TABLES. YOU CONVERT EVERYTHING TO RESIDENTIAL. WE JUST HAVE ANOTHER RESIDENTIAL DEVELOPMENT. AFTER THE PLANNING COMMISSION MEETING, WE PUT A CAP ON ANY CONVERSIONS TO RESIDENTIAL, THAT ARE HERE OVER THE 30 YEARS OF THE PROJECT. WE ARE CUMULATIVELY CAPPING OUT AT 500 RESIDENTIAL UNITS. OVER 30 YEARS, THERE IS A CAP FOR THE CONVERGENCE TO RESIDENTIAL. THIS IS SINCE THE BOARD OF COUNTY COMMISSIONERS MEETING. RESPONDING TO CONCERNS THAT WERE EXPRESSED AT THAT MEETING. WE ARE PROVIDING THE VOTE -- AGREEMENT. OVER THE YEARS, THERE ARE SIX, FIVE YOUR PHASES. THE NUMBER OF UNITS IN THOSE PHASES RANGE ANYWHERE FROM 450 UNITS IN THE FIRST FIVE YEARS, TO BUY THE WAY OF COURSE, THAT FIVE YEARS DOESN'T START UNTIL WE GET WATER AND SEWER TO THE SITE. NO EARLIER THAN 2025. THIS IS WHEN THE PHASE WOULD START. THIS RUNS TO 2030. THIS IS FROM ANYWHERE OVER 450 UNITS. THE HIGHEST ONE IS PHASE THREE. THIS IS 800 UNITS. YOU WILL SEE THAT IN THE DEVELOPMENT AGREEMENT AS WELL. WE ARE LOOKING AT THE OPEN SPACE. I MENTIONED 50% IS OPEN SPACE. THE SPECIFICS OF THAT, THEY ARE SPELLED OUT IN THE DEVELOPMENT AGREEMENT. 320 ACRES, SPECIFICALLY LOOKING AT PUBLIC RECREATION LAND. THIS IS BROKEN DOWN TO 160 ACRES. WE HAVE ACCESSIBLE COMMON AREAS. WE WILL INCLUDE MORE THAN 22 ACRES OF ACTIVE RECREATION. THIS IS WITHIN THE 320, ANOTHER 160 ACRES OF PUBLICLY ACCESSIBLE REMAINING RECREATION LAND. THE DETAILS OF THOSE ARE SPELLED OUT WITHIN THE DEVELOPMENT AGREEMENT. WE HAVE COMMITMENTS ABOUT THE HISTORIC ROADS. THERE ARE SOME COMMITMENTS IN THE DEVELOPMENT AGREEMENT ABOUT THE UTILITIES, AND OUR WORK. THERE ARE COMMITMENTS ABOUT PROJECT BOUNDARY BUFFERS. PARTICULARLY [00:25:01] ON SOME OF THE ROADS THAT WERE MENTIONED. THIS IS FROM THE PLANNING COMMISSION, AND THE BOARD OF PLANNING COMMISSIONS. WE HAVE DIFFERENT BUFFERS AND SCREENS ALONG THOSE ROADS. SORRY ABOUT THAT. AS PART OF THE PUBLIC RECREATION LANDS, SOME OF THEM WILL BE GREENWAY CORE DOORS. THESE WILL BE SIMILAR. I KNOW THESE WILL BE IN LAKE HAS BURIED AS WELL. ALSO, AS IT RELATES TO THE USES, WE SAID THIS FROM THE BOARD OF COUNTY COMMISSIONERS. WITH EACH PHASE AND RESIDENTIAL DEVELOPMENT, 22,500 SQUARE FEET, FROM NONRESIDENTIAL USES, THAT HAS TO BE PART OF EACH PHASE. THERE WILL BE FOR SUFFICIENT LAND AT MINIMUM, APPROVED IN THE SITE PLAN FOR 22,500 SQUARE FEET. THIS IS NONRESIDENTIAL, WITH EACH RESIDENTIAL PHASE. ALSO, IN THE DEVELOPMENT AGREEMENT, THINGS ABOUT TRAFFIC AND ACCESS. HE AND HIS PEOPLE HAVE MET WITH YOUR TRAFFIC ENGINEERING PEOPLE. WE HAVE BEEN WORKING WITH PLANNING STAFF ON TRAFFIC ISSUES. ONE THING THAT DID NEED TO BE INSERTED, WAS A CAP ON THE NUMBER OF RESIDENTIAL USES THAT CAN BE DONE. THIS WAS BEFORE WE FIND IN NORTHERN ACCESS ROAD. THIS IS UP TO THE FIRST COAST HIGHWAY. THAT CAP IS AT 2148 RESIDENTIAL UNITS. ONCE WE GET TO THAT CAP, WE HAVE DEFINED A SECOND ACCESS. WE HAVE SEVERAL POSSIBILITIES. THAT WILL BE YEARS DOWN THE ROAD. IT IS JUST AN ISSUE OF PICKING THE POSSIBILITIES. THAT ACCESS, WE CAN'T GO BEYOND THAT POINT UNTIL WE FIND THAT NORTHERN ACCESS. THIS IS WITHIN THE DEVELOPMENT AGREEMENT. WE HAVE COMMITMENTS TO PAY ABILITY FEES. SCHOOL IMPACT FEES, LOOKING AT ALL OF YOUR SCHOOL IMPACT FEES. WE ARE LOOKING TO GET OUT OF IT, OR DO SOMETHING DIFFERENT. THIS IS FROM MANY OF THOSE. FIRE AND RESCUE UTILITY COMMITMENTS, ARE ALSO IN THE DEVELOPMENT AGREEMENT. THE UTILITIES COMMITMENTS, I THINK YOU'RE GOING TO SPEAK TO THAT SPECIFICALLY. I WON'T CONTINUE TO TELL ABOUT THAT. ALL THAT IS WITHIN THE DEVELOPMENT AGREEMENT. WE HAD SUBMITTED AN EARLIER DRAFT, BACK WHEN YOU DID THE TRANSMISSIONS.
