THE WIDTH OF THE PARCELS TOGETHER, AT 150 FEET IS A LIMITATION AND DOES INHIBIT THE UTILIZATION OF FORKLIFTS FOR THE BOATS. IT HAS POTENTIAL TO IMPACT ANY INDUSTRIAL USE ON THIS SITE , ON THE 30 FOOT BUFFER ADJACENT TO THE ZONING REQUIREMENTS. ALTHOUGH THE BENEFICIAL USE OF THE SITE IS NOT DEPENDENT ON GRANTING THE OTHER VARIANCES, THE LIMITED WIDTH OF THE PARCELS , ANY INDUSTRIAL USES ON THE SITE WOULD LIKELY BE RESTRICTED -- WOULD BE RESTRICTED BY THE 30 FOOT WIDE PERIMETER BUFFER. THE GRANTING OF THE VARIANCE , FROM STAFF STANDPOINT, WILL NOT BE IN HARMONY WITH THE GENERAL INTENT AND PURPOSE OF THE LAND DEVELOPMENT CODE. THE BUFFERING AND SCREENING STANDARDS ARE THERE TO PROTECT ADJACENT RESIDENTIAL PROPERTIES FROM THE INTENSIVE INDUSTRIAL USES THAT COULD IMPACT NEIGHBORING RESIDENTIAL USES. THE ADJACENT PROPERTY TO THE NORTHWEST, WHICH IS THE MOBRO MARINE -OWNED PROPERTY, ALTHOUGH IT IS OWNED AR, IS UTILIZED FOR INDUSTRIAL USES.
REPLACING THE REQUIRED BUFFER ON THAT SIDE , STAFF BELIEVES THAT WOULD BE IN HARMONY , BUT STAFF HAS CONCERNS WITH REMOVING THE 30 FOOT C TYPE BUFFER FROM THE PROPERTIES ADJACENT THAT ARE UTILIZED AND DEVELOPED FOR SINGLE-FAMILY RESIDENTS. WITH THAT, STAFF FINDS TO REPLACE THE TYPE C BUFFER WITH OPAQUE FENCES IS NOT CONSISTENT WITH THE LAND DEVELOPMENT CODE , AND STAFF RECOMMENDS DENIAL OF THE REQUEST. HOWEVER, STAFF COULD SUPPORT A VARIANCE TO ALLOW THE REDUCTION OF THE 30 C TYPE BUFFER ALONG THE NORTHWEST -- NORTHEAST BOUNDARY, ADJACENT TO THE MOBRO MARINE FACILITY, WHILE MAINTAINING THE REQUIRED 30 C TYPE BUFFER AND THE RESIDENTIAL USES. THE INDUSTRIAL USES ASSOCIATED WITH THE MOBRO MARINE FACILITY, WOULD NOT BE ADVERSELY IMPACT IT FROM REDUCING THE BUFFER AND SCREENING ALONG THE COMMON BOUNDARY.
