THERE WAS ALSO EXISTING, MAN-MADE PONDS ON THE SITE AS WELL AS MAN-MADE DITCHES THAT ARE ALSO LOCATED WITHIN WETLANDS. THE SITE CURRENTLY HAS A SPLIT ZONING BETWEEN AGRICULTURAL AND AGRICULTURAL RESIDENTIAL. WE PROPOSE TO REZONE IT TO PUD FOR CONSTRUCTION OF 62 SINGLE-FAMILY HOME. WE PROPOSE 6.93 ACRES OF OPEN SPACE WITH THAT BEING 3.66 ACRES OF RECREATION WHICH IS APPROXIMATELY 33% OF THE STATE. IT'LL HAVE A 20 FOOT LANDSCAPE PERIMETER BUFFER, AND PARKING, SIGNAGE AND LANDSCAPING WILL BE CONSISTENT WITH THE CURRENT DEVELOPMENT CODE FOR CLAY COUNTY. THERE IS A MAN-MADE DITCH THAT BISECTS THROUGH THE WETLANDS AREA. ON THE RIGHT IS THE FLOODPLAIN. THIS FLOOD ZONE. IT IS FLOOD ZONE X AS REQUIRED, WITH ANY NEW DEVELOPMENT, THERE ARE IMPACT FEES RELATED TO THE COMPREHENSIVE FEES OF $145 PER UNIT. THE FEES GO TO SUPPORT THE FIRE, LAW ENFORCEMENT FACILITIES, PARKS, LIBRARIES AND OTHER CULTURAL SERVICES.
SCHOOL IMPACT FEE IS $7900 PER UNIT. IT'LL BE PAID WITH MOBILITY FEE. WHICH PAYZANT THE TRAFFIC IMPACT AND ROAD IMPROVEMENT. $7300 PER UNIT FOR A TOTAL OF 19,800 PER LOT.
AND $14 MILLION FOR THE ENTIRE DEVELOPMENT AT 62 UNITS. ON WEDNESDAY, DECEMBER 20TH, WE HELD A COMMUNITY MEETING AT THE SACRED HEART CATHOLIC CHURCH HALL AND FLEMING ISLAND.
THERE WERE 32 ATTENDEES AND WE WERE ABLE TO HAVE A ROBUST DIALOGUE WITH SEVERAL OF THE NEIGHBORS. THE CONCERNS THAT WERE BROUGHT UP WITH DRAINAGE PROBLEMS AS WELL AS TRAFFIC AND ON STREET PARKING. SOME OF THE SAME CONCERNS BROUGHT UP DECEMBER 5TH MEETING. THAT IS WHERE WE PRESENTED THE PROPOSAL FOR 25 FOOT SETBACK FOR THE GARAGE FACADE. WE HAD ALSO OFFERED THE TWO ADJOINING PROPERTY OWNERS THAT HAD EXPRESSED CONCERNS ABOUT STORMWATER RUNOFF FROM THE EXISTING DEVELOPMENT IMPACTING. WE OFFERED TO HAVE THE ENGINEER GO OUT ON SITE TO EXPECT TO SEE IF YOU CAN COME UP WITH SOLUTIONS THAT MAY BE ABLE TO ASSIST THEM. NOBODY TOOK UP THE OFFER BUT THE OFFER STILL STANDS IF ANYBODY WOULD LIKE THE ENGINEERS TO ASSIST THEM. THE DEVELOPER IS ALSO WILLING TO COMMIT MONEY TOWARDS THE LOCAL RESIDENTS HIRING INDEPENDENT ENGINEERS TO REVIEW THE STORMWATER PLANS AND SITE PLANS TO ENSURE WE ARE RETAINING ALL STORMWATER ON-SITE AND THE OFFER STILL STANDS AS WELL. THE STORMWATER AND RETENTION IS 33% HIGHER THAN NORMAL STANDARDS AND 18% OF THE SITE VERSUS THE STANDARD SITE THAT THE ENGINEER CAN SPEAK TO MORE IN DETAIL. YOU CAN SEE IT IS NOT QUITE AS CLEAR ON HERE AS I WANTED TO BE. AT THE NORTH AND EAST CORNER OF THE SITES. AS WELL AS THE NORTHWEST CORNER OF THE SITE SO YOU CAN SEE AT THE TOP CENTER AND BOTTOM OF THE SCREEN. THESE ARE STORMWATER PONDS PROPOSED FOR THE SITE.
THE OPEN RECREATION SPACES ARE THE HASHED AREAS. OFFSTREET PARKING. YOU'VE SEEN THE SLIDE. I INCLUDED THIS TO ILLUSTRATE THE LARGER GARAGE FRONT SETBACK TO MAKE SURE NO CARS PASSING ON SIDEWALKS. ACCORDING TO SECTION 812, PARKING REQUIREMENTS, A TWO-CAR GARAGE AND A 20 FOOT WIDE BY 25 FOOT DRIVEWAY LENGTH EQUATES TO 3.5 OFFSTREET PARKING SPACES PER RESIDENTIAL UNIT. THE 2018 PUD FOR THE WILLOW SPRINGS SUBDIVISION DISCUSSED THE CONNECTION BETWEEN THE NEIGHBORHOOD. YOU CAN SEE THE CONCEPT PLAN SHOWED , THE TYPE HIGHLIGHT BUTTON. YES IT IS. SORRY. THE SECTION IN , PARDON ME? THE SECTION IN RED IS WHERE THE SHEDD ROAD CONNECTS DOWN AND GOES OVER TO WITH THE PREVIOUSLY WENT TO THE COUNTY, 315. THERE WAS ORIGINALLY PROPOSED A CLOSED OFF CUL-DE-SAC FOR THE WILLOW SPRINGS ROAD . IT WAS TOLD TO BE GATED BETWEEN SHEDD ROAD. AND WILLOW SPRINGS DRIVE. WHEN THE PROJECT ULTIMATELY WENT FOR THE FINAL PLAT. THE GATED ENTRANCE FROM SHEDD ROAD WAS ELIMINATED WHERE IT SAYS ARE ONE ABOUT BEFORE. THAT IS WHERE THE GATED ACCESS WAS ORIGINALLY PRESENTED. INSTEAD, THE EXTENDED WILLOW SPRINGS DRIVE AND CONNECTED IT DIRECTLY WITH SHEDD ROAD. THE WILLOW SPRINGS PUD THE STATE PROVIDES A 60 FOOT ACCESS ROAD FROM TE INTERNAL PUBLIC RESIDENTIAL STREET TO BE DEVELOPED TO CONNECT THAT A COUNTY ROAD, 315 FOR THE EXISTING LOTS. THE PREVIOUS PUD ESTABLISHES WILLOW SPRINGS DRIVE IS A PUBLIC COUNTY ROAD. OBVIOUSLY, WE KNOW THE PARKING CONCERNS WITH THE NEIGHBORS IN THAT AREA. IT IS A COUNTY OWNED ROADWAY. HERE IS A CLOSE UP OF THE SITES. THE RED HASH IS THE COMMON SPACES , THERE'S ANOTHER COMMON SPACE NOT SHOWN. I KEEP PUSHING THE WRONG BUTTON ON THE SOUTH SIDE. IN THE MIDDLE OF THE SENSOR OF THE SITES. WE ARE SHOWING SEVERAL PARKING SPACES ON THE NORTH SIDE OF THE CIRCLE AS WELL AS FIVE ON THE SOUTH SIDE FOR THE 12 I MENTIONED PREVIOUSLY.
