THE PROJECT GOALS ARE TO COMPLETE A STATEWIDE VULNERABILITY ASSESSMENT THAT MEETS THE DEP BRAZILIAN FLORIDA PROGRAM GUIDELINES. THIS IS A STATEWIDE PROGRAM. SORRY. IT'S A STATEWIDE PROGRAM THAT IS IN ALL THE COUNTIES WITHIN THE STATE HAVE RECEIVED FUNDING FOR THAT NOW TO COMPLETE A COUNTYWIDE VULNERABILITY ASSESSMENT THAT MEETS THE STATUTES. THE GOAL, THE PRIMARY GOAL IS TO IDENTIFY CRITICAL INFRASTRUCTURE IN THE COMMUNITY DUE TO FLOODING. ALSO TO IDENTIFIED ADAPTATION PROJECTS AND TO BE FUNDED THOSE PROJECTS WOULD NEED TO QUALIFY FOR FUNDING IN THOSE PROJECTS DATA BE IDENTIFIED IN AN APPROVED VA. THE PROGRAM WAS ESTABLISHED IN 2021 BY THE STATE. IT DIRECTS DEP TO [01:20:01] PERFORM A STATEWIDE VULNERABILITY ASSESSMENT. AS PART OF THAT DEP IS DIRECT FUNDING TOLD THE COUNTIES TO HELP SUPPORT THIS. AND TO COMPLETE THE STATEWIDE FLOODING AND ASSESSMENT. THE STATE HAS PROVIDED MORE THAN ALMOST $50 MILLION IN FUNDING ACROSS THE STATE FOR VARIOUS CITIES AND COUNTIES TO PERFORM THESE VULNERABILITY ASSESSMENTS. THEY HAVE AWARDED I THINK ALMOST $900 MILLION IN IMPLEMENTATION GRANTS. A SIGNIFICANT AMOUNT OF FUNDING HAS BEEN GIVEN TO ADDRESS SEA LEVEL RISE AND FLOODING, FUTURE FLOODING. ALL THOSE PROJECTS AND I'LL HAVE MORE DETAIL LATER ON. THE STATE STATUTES REQUIRE, THEY SET OUT GUIDELINES FOR THESE FUNGIBILITY ASSESSMENTS. WE ARE WORKING TO ENSURE THAT. THEY HAVE TO BE COUNTYWIDE. WE HAVE TO LOOK AT ALL CRITICAL ASSETS WITHIN A COUNTY OR CITY. WE HAVE TO LOOK AT FUTURE TITLE FLOODING, FUTURE STORM SURGE FLOODING AND FUTURE RAINFALL AND LAND FLOODING FOR RAINFALL CONDITIONS AND WERE LOOKING AT HUNDRED YEAR AND 500 YEAR RETURN EVENT. WERE FOCUSED ON FUTURE CONDITIONS. LOOKING AT FLOODING AT 2040 AND 2070 IS WHAT WE ARE ATTEMPTING TO ASSESS. OUR WHAT WE ARE ASSESSING. SOME OTHER RELEVANT ASSESSMENTS THAT ARE BEING COMPLETED THE TOWN OF ORANGE PARK HAS RECEIVED FUNDING THERE COMPLETING THEIR OWN BLUNT VULNERABILITY ASSESSMENT. THE COUNTIES PLENTIFUL ABILITY ASSESSMENT WILL COVER THE REST OF THE COUNTY SO WE ARE OVERLAPPING WITH THEM. THERE ARE SOME REGIONAL FLOOD FUND ABILITY ASSESSMENTS GOING ON. WE KNOW THE NORTHEAST FLORIDA REGIONAL PLANNING COUNSEL IS LOOKING AT SOME WORK. THE STATE WAS LOOKING UP VULNERABILITY OF THE STATE SCALE. THERE'S A NUMBER OF DIFFERENT STUDIES GOING ON AND WERE TRYING TO WORK TO COORDINATE ALL THAT INFORMATION AND ENSURE WE'RE WORKING TOGETHER. STARTING IN 2024 ALL FUNDING FOR ADAPTATION PROJECTS IN THE STATE WILL BE REQUIRED TO BE IDENTIFIED AND IMPROVED ON VULNERABILITY ASSESSMENT. THAT'S A PRIMARY MOTIVATION TO COMPLETE THIS. THE COUNTY HAS SET UP A GRANT WORK PLAN THAT YOU'VE AGREED TO WITH DEP. THAT OUTLINES A NUMBER OF STEPS WE NEED TO RUN THROUGH AND INCLUDE STARTING UP A STEERING COMMITTEE WHICH THE COUNTY IS DOING. CORRELATING STEERING COMMITTEE MEETINGS WHICH IS MADE UP OF A NUMBER OF LOCAL CITIES AND REPRESENTATIVES FROM THE COUNTY TO HELP GUIDE THE PROJECTS. WE'VE BEEN WORKING ON A NUMBER OF TASKS AND WE'VE DONE THIS IN CONJUNCTION WITH THE STORM WATER MASTER PLAN. THERE'S ACTUALLY A LOT OF OVERLAP SO WERE WORKING ON THOSE TOGETHER TO BE MORE EFFICIENT. INCLUDES ACQUIRING THE BACKGROUND DATA AND COMPLETING EXPOSURE ANALYSIS. A SENSITIVITY ANALYSIS AS WE LOOK AT THE EFFECTS OF FLOODING A CRITICAL ASSETS. IDENTIFYING FOCUS AREAS OF THE COUNTY WHERE WE NEED TO FOCUS ON IMPROVEMENTS AND ADAPTATION PLANNING. THEN IT ADAPTATION PLAN AND FINAL REPORTS WILL BE SUBMITTED. JUST SOME IDEAS AND SUMMARY OF THE OUTCOMES WE WILL BE GETTING. WE DEVELOPED AND IT CRITICAL ASSETS AROUND THE COMMUNITY THAT WE NEED TO BE AWARE OF AND ASSESS THEIR RISK TO FLOODING. THE FUTURE FLOOD MAPPING WE HAVE COMPLETED THAT COUNTYWIDE. AND THEN YEAH, IDENTIFIED THOSE FOCUS AREAS AS WELL. THE STATE DOES DEFINE WHAT THEY CONSIDER CRITICAL ASSETS. THERE ARE SOME LEEWAY IN THOSE BUT THEY GIVE US A PRETTY EXTENSIVE LIST OF INFRASTRUCTURE THAT THEY'RE LOOKING FOR US TO MOUNT. WE WILL BE WORKING WITH COUNTY STAFF TO DO THAT. AND HAVE DEVELOPED A MAP WHERE WE CAN SHARE THE INFORMATION WITH THEM AND WHAT WERE YOU USING TO ASSEMBLE ALL THAT. AT THE MOMENT WE HAVE 13,000 STRUCTURES, INFRASTRUCTURE AND ASSETS IDENTIFIED AROUND THE COUNTY. THE EXPOSURE ANALYSIS WERE START LOOKING AT THOSE FLOOD EXTENTS. IN THAT CASE, THIS IS AN EXAMPLE OF HOW WE ARE MAPPING OUT FLOOD RISK ALONG THE ST. JOHNS RIVER. AND THEN IN LAND DUE TO FLOODING OF THE VARIOUS RIVER SYSTEMS WITHIN THE COUNTY. SUMMARY OF THE EXPOSURE ANALYSIS REQUIREMENTS. WE ARE REQUIRED TO LOOK AT SEA LEVEL RISE. WE ARE LOOKING OUT BUT IT'S AN INTERMEDIATE HIGH AND INTERMEDIATE NOTES HE RISE THAT'S FOR 2040 2070. WE ARE LOOKING AT TITLE AND SUNNY DAY FLOODING. THAT WOULD BE YOUR REGULAR FLOODING DUE TO EXTREME HIGH TIDES WE MAY GET ALONG THE RIVER. THEN STORM SURGE FLOODING. IT'S FUNNY TO GET DURING EXTREME FLOOD EVENT ON THE ST. JOHNS RIVER. JUST AN EXAMPLE OF HOW THOSE SEA LEVEL RISES ARE IMPACTING THE ST. JOHNS RIVER AND THE COUNTY. WE CAN GO THROUGH AND LOOK AT HOW, OR MODELING UNDER A TITLE CONDITION. JUST THE EFFECTS OF HOW THOSE EFFECTS WILL IMPACT THE COUNTY ESPECIALLY. THEN WE CAN THEN IMPACT AND INTERSECT THAT WITH THE CRITICAL INFRASTRUCTURE TO UNDERSTAND WHICH CRITICAL INFRASTRUCTURE CAN BE IMPACTED. WE HAVE ALSO DEVELOPED A COUNTYWIDE IN ADDITION MODEL. THAT IS RUNNING THE HUNDRED YEAR AND 500 YEAR STORM EVENTS. WE ARE RUNNING IN THOSE ARE BEING RAINFALL TOPS BE MODIFIED ON CHANGE FACTORS. THEY BEEN PUBLISHED BY THE GS FROM THE STATE TO PREDICT WERE RAINFALL OFFENSE WILL BE IN 2040 AND 2070. WE ARE SIMULATING THOSE AND ADJUSTING THAT MODEL TO ACCOUNT FOR SEA LEVEL RISE IN THE ST. JOHNS RIVER. IT'S JUST A QUICK EXAMPLE WHERE YOU CAN SEE THE DIFFERENCE WERE SEEN BETWEEN THE HUNDRED YEAR INUNDATION EXTENDS UNDER CURRENT CONDITIONS AND THEN IN 2070 WITH THOSE INCREASES WE HAVE ABOUT A 20 OR 30 PERCENT INCREASE IN EXPECTED RAINFALL FOR THE SAME STORM EVENT IN 2070.
