THEY HAVE A CONNECTION WITH MICROSOFT SO THEY GET LOW COST MICROSOFT LICENSES ON THEM AND REDISTRIBUTE THEM INSIDE OF CLAY COUNTY FOR KIDS WITHOUT COMPUTE CONSIDERS AT HOME SO THEY'LL HAVE ACCESS TO A COMPUTER. SO MY RECOMMENDATION TO THE BOARD WOULD BE TO ALLOW COMMUNITY SERVICES TO WORK WITH THE CLERK'S OFFICE ON A SURPLUS PROCESS.

FOR GROUP NUMBER TWO OVERALL THE COUNTY AND SUPERIOR CONSTRUCTION WITH JACOBS CONTINUES WITH THE DESIGN. AND BIMONTHLY STATUS MEETINGS.
APPRAISALS AND OFFERS CONTINUE FOR MULTIPLE SITES AS WELL AS RIGHT OF WAY ACQUISITION. FOR BOTH PROJECTS -- THE DESIGN RESPONSE COMMENTS WERE RECEIVED ON THEIR 09% DESIGN.
AND THE FINAL DESIGN -- FROM R TO FOLLOW.
SUPPORT YORE IS IN THE PROCESS -- SUPERIOR IS IN THE PROCESS OF DEVELOPING THEIR GUARANTEED MAXIMUM PRICE.
THE TEAM CONTINUES TO DEVELOP THE 90% DESIGN PLANS WHILE THE ACQUISITION CONTINUES ON THAT PROJECT.
FOR GROUP NUMBER ONE THE TEAM HELD OUR BIMONTHLY STATUS MEETINGS AND ON PROJECT THREE COUNTY ROAD 209 GAI SUBMITTED THE PLANS SET FOR REVIEW WHICH COVERS THE OPERATIONAL AND SAFETY IMPROVEMENTS ALONG THAT PORTION OF COUNTY ROAD 209.
AND THE TEAM CONTINUES WORK WITH MULTIPLE PROPERTY OWNERS TO OBTAIN THE NECESSARY RIGHT OF WAY FOR THAT ALIGNMENT AND THE POND SITES. AND FOR PROJECT NUMBER FOUR, COUNTY ROAD 739 B OR SAND RIDGE ROAD THEY CONTINUE TO MAKE GOOD PROGRESS ON THAT CONSTRUCTION. STARTING AT THE WEST END OF SAND RIDGE ROAD AT HENLY ROAD AND MOVING EASTWARD.
CLOSURE TO THROUGH TRAFFIC FROM HENLY TO JUST WEST OF RUSSELL OAKS CONTINUES. WHILE COUNTY STAFF, THE SHERIFF'S DEPARTMENT, FIRE AND RESCUE CONTINUE TO MEET FREQUENTLY TO REVIEW THE MAINTENANCE OF TRAFFIC ON THOSE CLOSURES. FOR UPDATES AND CLEAR COMMUNICATION WITHIN THE TEAM. AS OF TODAY THERE ARE 18 DAYS LEFT IN THIS PLAN AND ACTIVITIES ARE PLANNED FOR EACH DAY THROUGH THE WEEKEND AS WELL AS POSSIBLE NIGHT SHIFTS AS WELL.

AND THAT'S WHERE THEY FOUND HIM, IN JAIL.
SO WHILE HE WAS IN JAIL, MY ATTORNEY ADVISED ME TO FORECLOSE ON THE PROPERTY TO GET MY NAME OFF OF IT AND THEN WHEN WE WENT DOWN THERE TO FORECLOSE ON IT, NO ONE WOULD BID ON IT BECAUSE OBVIOUSLY THERE WAS A LIEN ON THERE THAT I WAS NOT AWARE OF AT THE TIME. THAT WAS IN 2012. WHICH I HAD THE PROPERTY CLEANED BY CLEAR VIEW LAND CLEANING AND SOMETIME IN BETWEEN 2012 AND 2021, MY SON GOT OUT OF PRISON AND MOVED BACK ON THE PROPERTY BECAUSE I'M ASSUMING HE HAD ALL THE PAPERWORK FROM PREVIOUSLY SO

ONE CONDITION OF THAT BECAUSE OF THAT BELIEF IS THAT THERE'S A MINIMUM SIZE OF THREE ACRES FOR THAT TYPE OF FACILITY.
WHAT STAFF IS PROPOSING TO CHANGE TO IS RECOGNIZING THAT WHEN YOU HAVE BOAT STORAGE ONLY AND SO TAKING OUT THE RV PIECE OF IT, IT IS COMPLEMENTARY USE TO A MARINA USE.
AND WHAT WE'RE PROPOSING IS THAT IN THOSE CASES WHERE YOU HAVE BOAT STORAGE ONLY, ADJACENT TO A MARINA FACILITY TO WAIVE THE THREE ACRE REQUIREMENT. THE BOAT STORAGE FACILITY WOULD BE ADJACENT AND HAVE ACCESS TO THE MARINA.

AND WHEN APPLICANTS WHO HAVE COME IN FOR CHANGES HAVE CONCERN -- NEIGHBORS AND COMMUNITY ADVISORY COMMITTEES HAVE RAISED CONCERNS WITH THAT MIX OF USES, THEY ARE MORE COMFORTABLE WITH THE HOSPITAL RELATED MEDICAL FACILITIES, THEY HAVE RAISED SOME CONCERN WITH SOME OF THE OTHER USES THAT ARE ALLOWED UNDER THE PS 3.
STAFF HAS PROPOSED SPLATING OUT THE GROUP HOMES, DETENTION CENTERS, DRUG ABUSE AND ALCOHOL TREATMENT FACILITIES AND THE LIKE AND THE REST OF THOSE FROM THE HOSPITAL MEDICAL OFFICE FACILITIES. CREATING A NEW PS 6 ZONING DISTRICT WHICH WOULD TAKE WHERE THE NEW -- WHERE ALL THOSE FACILITIES WOULD GO UNDER. AND UNDER THE PS 3, HAVING THE MEDICAL OFFICE AND HOSPITAL FACILITIES.
THE WAY STAFF HAS DRAFTED IT, WE HAVE PROPOSED THAT ANY PROPERTY THAT IS ZONED PS 3 TODAY WHEN THIS IS ADOPTED PRIOR TO THE ADOPTION WOULD HAVE THE EXISTING USES THAT IT HAS TODAY.
