[1.  Public Hearing to consider Application BOA 22-25; Variance to increase the limit of unbroken row of parking spaces from the maximum 100 feet.]

>> MR. CHAIRMAN AND COMMITTEE, THIS IS AN APPLICATION, THE APPLICANT IS CORSAIR POWER SPORTS OF JACKSONVILLE.

THE LOCATION IS 1515 WELLS ROAD. WITH THE ZONING OF BB, INTERMEDIATE BUSINESS AND A FUTURE LAND USE OF COMMERCIAL.

THE REQUEST IS TO INCREASE THE LIMIT OF UNBROKEN ROW OF PARKING FROM THE MAXIMUM OF 100 FEET TO 152.74 FEET.

AND HERE IS AN AERIAL SHOWING THE PROPERTY IN QUESTION.

THE SUBJECT PROPERTY IS THE LOCATION OF THE YAMAHA MARINE CENTER ON WELLS ROAD. PURSUANT TO ARTICLE 6, SECTION 655. IT REQUIRES LANDSCAPE AREAS TO BE PROVIDED FOR INTERIOR VEHICLE USE AREAS WHICH ARE PARKING AREAS ALSO SO AS TO PROVIDE BOTH A VISUAL AND CLIMACTIC RELIEF FROM LARGE EXPANSES OF PAVEMENT AND TO DEFINE AREAS FOR PEDESTRIAN AND VEHICLE CIRCULATION.

ALSO WITHIN THAT ARTICLE, INTERIOR LANDSCAPE AREAS SHALL BE DISPERSED TO LIMIT ROWS OF PARKING.

THE REQUEST IN THIS CASE IS TO ALLOW FOR BASICALLY, THE REMOVAL OF TWO PARKING ISLANDS THAT ARE REQUIRED TO MAINTAIN THAT 100-FOOT MAXIMUM LENGTH AND TO BASICALLY, PAVE THOSE OVER AND STRIPE THEM OUT. THE APPLICANT'S REQUEST IS BASED ON A DETERMINATION THAT THE MANEUVERING OF BOAT TRAILERS OF THE VARIOUS SIZES, ESPECIALLY THE LARGER ONES, IN THIS AREA BECOMES AN ISSUE AROUND THE RAISED LANDSCAPE ISLANDS.

AND ALSO RESULTS IN POTENTIAL DAMAGE TO TRAILERS, AS YOU KNOW, DAMAGED SOME OF THE VEGETATION BY MISTAKENLY BEEN AING OVER SOME TREES IN THE ISLANDS. TO OFF-SET THE TREE-PLANTING REQUIRED IN THE PARKING ISLAND, THE APPLICANT HAS COMMITTED TO SHIFT THE REQUIRED TREES NORTH ACROSS THE PAVED AREA.

THIS WOULD RESULT IN NO NET LOSS OF THE REQUIRED TREE-PLANTING.

STAFF FINDS THAT THE REQUESTED VARIANCE TO INCREASE THE UNBROKEN ROW OF PARKING TO 152.74 FEET IS NOT CONSISTENT WITH THE LAND DEVELOPMENT CODE. HOWEVER, STAFF FINDS THAT THE REQUESTED VARIANCE IS NOT CONTRARY TO THE PUBLIC INTEREST AND STAFF RECOMMENDS APPROVAL OF THE REQUESTED VARIANCE.

>> THERE IS AN AERIAL-- NOT AN AERIAL BUT A PAVING PLAN THE TWO ISLANDS HIGHLIGHTED IN YELLOW ARE THE ONE THAT IS WOULD BE REMOVED. THEY WOULD STAY STRIPED LIKE.

THAT THEY WOULD NOT BE RAISED. THE TREES THAT WOULD GO INTO THOSE TWO ISLANDS WOULD BE MOVED NORTH TO JUST NORTH OF THAT PAVED AREA BETWEEN THE NEW EXIING PAVED AREA AND THE RETENTION POND WHICH WOULD BE PLACED IN THE NORTHERN PART OF THAT PARCEL. IF YOU WOULD LIKE, I CAN GO OVER ALL SIX OF THOSE ITEMS FOR CRITERIA.
