IT'S LIKE 30,000 THAT WILL BE HELD UNTIL THE PROJECT IS COMPLETE UNTIL THEY GET THEIR INTERNAL HOME BUILT OUT AND ARE ABLE TO GET OCCUPANCY FROM OUR BUILDING PARTNER.

THE COMBINED STATEMENTS AND KEY ITEMS, ASSETS EXCEEDED LIABILITIES BY 464.5 MILLION.
ONE OF THE KEY LIABILITIES WE HAVE IS LIABILITY FOR OUR PENSION WITH THE FLORIDA RETIREMENT SYSTEM. IT HAD A FAVORABLE DROP THIS YEAR MAINLY DUE TO THE PLAN EARNINGS DUE TO INVESTMENTS BEING STRONGER THAN THEY HAVE IN THE PAST. BUT A $47.2 MILLION LIABILITY. THAT DROPPED ON 12 MILLON. I WAS A VERY POSITIVE VARIANCE. REVENUES DID EXCEED.

WE WERE IN COMPLIANCE WITH ALL OF OUR DEBT COVENANTS. SOME KEY VARIANCES COME IN ALL OF THESE FINDINGS ARE ATTACHED TO THE AGENDA ITEM FOR PUBLIC RECORD. THE CDBG VOLUNTARY BUYOUT PROGRAM HAD A LATE START FISCAL YEAR 2021. THAT WAS A 4.3 MILLION TO A FAVORABLE VARIANCE. IT DID CARRY OVER INTO 2022. THE ANTICIPATED REPAIRS AND MAINTENANCE OF FOR THE PARKS AND RECREATION DEPARTMENT WAS POSITIVE 1.2 MILLION WAS MAINLY DUE TO SOME COVID PROJECTS THAT WERE FUNDED AND WE WEREN'T REALLY NEEDING TO DO SOME OF THOSE REPAIRS AND MAINTENANCE THAT WAS NORMALLY SCHEDULED. SIMILARLY THE BUILDING AND GROUNDS WAS FAVORABLE AND REPAIRS AND MAINTENANCE ABOUT 1.2 MILLION. A GOOD PORTION OF THAT WAS SOME RENOVATIONS WE DID WITH THE CARE SACKED FOR THE JAIL TO MAKE IT MORE EFFECTIVE FOR SEPARATING SOME OF THE ITEMS FOR THE JAIL. CAPITAL EXPENDITURES FAVORABLE 1.8 MILLION. THE BIGGEST IS THE PARKS AND RECREATION BUILDING THAN THE FLEET FUEL MANAGEMENT.
THOSE ARE CARRYOVER PROJECTS WHICH IS PRETTY NORMAL IN YEAR-OVER-YEAR. MAJOR CAPITAL ASSETS WE DID AT THIS YEAR, WE DID BITE 3 COUNTY POLICE FOR 5.5 MILLION IN THE TOWN CENTER AREA. WE HAD CONSTRUCTION AND APARTMENTS TO OUR COUNTY ROADS. 4.6 MILLION EXCLUDING THE BOND

PROJECTS. PUBLIC SAFETY EQUIPMENT WAS 2.1 MILLION THAT WAS ADDED CONSISTING OF ONE FIRETRUCK AND 7 AMBULANCES. THE SHERIFF'S OFFICE ADDED 58 VEHICLES FOR 4.9 MILLION. AND THE RADIO TOWER UPGRADES FOR $1.8 MILLION. WE DID HAVE ONE FINDING THAT WAS A MATERIAL WEAKNESS AND INTERNAL CONTROL OVER FINANCIAL REPORTING. IT DEALT WITH GRANTS DEALING WITH COVID-19 PROJECTS. THE SPECIFICALLY THE EMERGENCY RENTAL ASSISTANCE FUNDING AND THE ARPA FUNDING THAT WAS GIVEN TO US IN ADVANCE. RECORDED AS REVENUE AS IN MOST PRIOR GRANTS, VERY SIMILARLY TO THE ONE THAT MEGAN JUST UPDATED US ON. TYPICALLY THE COUNTY SPENDS FUNDS AND THEN WE ASKED FOR REIMBURSEMENT EITHER FROM THE STATE OR THE FEDERAL GOVERNMENT. THOSE COMMITTED GET RECORDED AS REVENUE. THESE ARE VERY UNUSUAL GRANTS AS WE GET THE FUNDING UP FRONT. IT WAS SOMETHING THAT WAS NEW STARTING IN 2020 WITH THE CARE SACKED.
