IT REQUIRES A LOT OF MASSIVE REROUTING, A LOT OF PUBLIC AWARENESS IN THE FORM OF POSTCARDS AND CALENDARS. RESIDENTS KNOW EXACTLY THERE RECYCLING DAY AS COMPARED TO THERE YARD DEBRIS PICKED UP.
