MEDICAID IS HANDLED BY THE 50 STATES. BASICALLY HOW IT WORKS, AND I'M VERY MUCH OVERSIMPLIFYING IT BUT THE STATE SETS THEIR OWN PARAMETERS FOR THE MOST PART, THE PROGRAMS ARE HERE AND THE FEDERAL GOVERNMENT SAYS, IF YOU WANT TO SPEND $100,000 ON THIS WE WILL MATCH THIS. USUALLY THEY PAY MORE THAN THE STATE DOES. USUALLY THE STATE PICKS UP SOMETHING ELSE. IN SOME STATES, THE PAYMENTS ARE MORE THAN OTHERS. FLORIDA IS ONE THAT IS MORE CONSERVATIVE AND WE GENERALLY DON'T SPEND A LOT ON MEDICAID BECAUSE WE HAVE TO BALANCE OUR BUDGET AND MEDICAID IS VERY EXPENSIVE. IT IS ONE OF THE BIGGEST PARTS OF THE BUDGET. THIS IS TO MAKE SURE PEOPLE GET HEALTHCARE. WHEN MEDICAID, THE BASIC THING IT DOES IS REIMBURSE PROVIDERS FOR PROVIDING SERVICES. WHEN SOMEONE SHOWS UP AT A HOSPITAL, IT COSTS MONEY. CLAY COUNTY, OUR HOSPITALS ARE IMPORTANT TO THE ECONOMY AND IT PROVIDES HELP FOR THE COUNTY. TYPICALLY, AN THIS IS A TRIED AND TRUE FIGURE, 60 CENTS ON THE DOLLAR, WHEN YOU ARE A PROVIDER RECEIVING MEDICAID YOU GET 60 CENTS. IT IS NOT A WINNING PROPOSITION FOR A PROVIDER. THIS IS SOMETHING THE BEST WAY TO CLOSE THE GAP IS WITH THIS PROGRAM. THIS IS THE DIRECT PAYMENT PROGRAM. REMEMBER HOW I DESCRIBED EARLIER THE STATE WILL HAVE THE PROGRAM AND THE FEDERAL GOVERNMENT WILL MATCH IT, THAT IS THIS IN A NUTSHELL. THE SUBSEQUENT RESOLUTION WOULD HAVE AN ASSESSMENT ON THE HOSPITALS. MEDICAL, BOTH SMALL FACILITY AND ANY OTHER HOSPITALS THAT COME ALONG. IT WOULD NOT APPLY HOLOCAUST ANY RESIDENT ANYTHING. PERIOD. THIS IS NOT AN ASSESSMENT ON ANYONE'S PROPERTY. IT WOULD NEVER BE AN ASSESSMENT IF IT WERE IT WOULD VIOLATE THE PROGRAM AND WE WOULD NOT ASK YOU TO APPROVE IT. THIS IS NOT. IT WOULD ONLY APPLY TO THE HOSPITALS IN YOUR COMMUNITY. TWELVE, HOW IT WOULD WORK, THE ASSESSMENT WOULD BE ASSESSED, YOU HAVE DONE ASSESSMENTS AND OTHER AREAS. THOSE DOLLARS WOULD BUILD TO THE STATE AND THOSE WOULD BE MATCHED BY THE FEDERAL GOVERNMENT. THE REASON YOU DO IT, YOU CAN TAKE $100,000 OF YOUR ASSESSMENT AND YOU HAVE A HUNDRED THOUSAND DOLLARS IT GOES FROM THE [01:20:05] HOSPITAL THIS CAN FILL THE GAP. CREATE MORE REVENUE. AS SIMPLE AS THAT FEAR ALL OF THE HOSPITALS WILL BE ABLE TO PROVIDE MORE QUALITY CARE AND ALL OF THE THINGS THEY DO TO PROVIDE CARE THROUGHOUT THE RURAL AREAS MORE MONEY WOULD BE CREATED TO PAY THE DOCTORS AND THOSE WHO RUN THE OPERATIONS. I TALK ABOUT MEDICAID BECAUSE THIS IS A MEDICAID DEAL I AM TALKING ABOUT. THEY HAVE ALL DONE THIS. MARION WILL CONSIDER THIS AND AUGUST THEY MAY CONSIDER THIS. THE GOVERNOR PUT IT IN HIS BUDGET. THE LEGISLATION THIS YEAR APPROVED IT AS AN OPTION AS A WAY TO DRAW DOWN FOR FEDERAL DOLLARS I WAS DESCRIBING. IT LOOKS LIKE WE ARE NOW GETTING MOMENTUM TO GET THIS DONE, PARTICULARLY DURING THE PANDEMIC WITH THE CHALLENGES, MAKING SURE THAT THEY HAVE THE RESOURCES FOR HEALTHCARE.
