OUR NEW CHIEF OF ZONING. WHO WAS RECENTLY COME IN TO REPLACE OUR PREVIOUS ZONING CHIEF WHO WE UNFORTUNATELY LOST. WHO ELSE IS HERE TONIGHT.

WE HAVE KELLY COLLINS, ASSISTANT IN THE PLANNING DEPARTMENT. THINK THAT IS EVERYBODY.

LAST BUT NOT LEAST WE APPRECIATE THE CLAY COUNTY SHERIFF'S OFFICE BEING HERE. KEVIN, TO MAKE SURE THAT EVERYBODY BEHAVES AND PROTECTS US TONIGHT.

THE CLAY COUNTY PLANNING COMMISSION IS AN ADVISORY BOARD TO THE BOARD OF COUNTY COMMISSIONERS.

THE DECISIONS MADE BY THIS BOARD RECOMMENDATIONS.

THE FINAL SAY AT A MEETING LATER THIS MONTH.

WE WILL GIVE YOU EXACT DATES AS WE GO THROUGH THE ITEMS. THE ZONING PORTION OF THE MEETING CAN BE HELD AT ANY TIME DURING THE MEETING. SO IF YOU ARE INTERESTED IN ATTENDING YOU'LL HAVE TO BE THERE.

FIRST ONE IS TO AMEND THE FUTURE LAND USE POLICY 1.4.8 TO ADD INSTITUTIONAL USES AND TO EXEMPT CERTAIN PARCELS FROM THE REQUIREMENTS. A PROPOSED CHANGE TO POLICY TO ADD USES AND THE CRITERIA FOR URBAN AND EXEMPT PARCELS AS OF

JANUARY 1 FROM THOSE REQUIREMENTS.

DO YOU HAVE THIS ONE? >> YES, SIR.

A SIMPLE CHANGE. AS IT READS NOW, IF THE PARCEL BETWEEN TWO COMMERCIAL OR COMMERCIAL INDUSTRIAL, DESCRIBED AS A LOT TO BE CHANGED COMMERCIAL OR SIMPLY ADDING INSTITUTIONAL. IN HOSPITAL AND COMMERCIAL THAT IS ALSO IN FILE. WE BELIEVE INSTITUTIONAL SOMETHING WHICH HAS THE SAME CHARACTERISTICS AS FAR AS DENSITY AS COMMERCIAL. INDUSTRIAL.IMPLY TO MAKE THAT CHANGE. CRITERIA SAY IT HAS TO BE OVER 10 ACRES.

WHAT ENDS UP, DISCOURAGES REDEFINING THEIR LAND USE, DISCOURAGES PLAN FOR THOSE PARCELS.

WILL NOT RESULT IN ADDITIONAL STRIP DEVELOPMENT, PART OF THE ONE THAT FRONTS THE ROAD OBVIOUSLY ALREADY HAS COMMERCIAL. THE CHANGE AGAIN, THE SUBSECTION DOES NOT APPLY TO THOSE SINGLE PARCELS.

IF YOU ALREADY HAVE TWO ABUSES, EXEMPT FROM THE POLICIES.

AN EXAMPLE ON HIGHWAY 17, IS YOU CAN SEE PARCELS HERE, LIKE THIS AREA WILL NOT BE ALLOWED TO GO COMMERCIAL EVEN THOUGH HALF IS ALREADY COMMERCIAL. SAME WITH BACTERIA.

REALLY IS INFREQUENT. WE HAVE TO POINT OUT IN THE LAST TWO YEARS WE HAVE HAD TWO THAT THE BOARD HAS APPROVED.

WE KIND OF IGNORED THIS POLICY BECAUSE OF THE WAY IT IS WRITTEN. RENTERS PROPERTY MORE OR LESS CUT IN HALF. IF YOU WANT TO DO COMMERCIAL, ALLOWED TO CHANGE THAT LAND-USE TO COMMERCIAL.

TWO OR MORE LAND USES NATIONS, ONE OF WHICH COMMERCIAL.ERY LIMITED. PARCELS ALONG 17 THAT ALREADY HAVE COMMERCIAL FRONTING. THE PARCEL COULD BE COMMERCIAL.

SIMPLY TO UNIFY IT. ALLOWED TO HAVE ONE LAND-USE CATEGORY. MANDATED THE MAP THEY DREW A LINE, I THINK 500 FEET. IT CUTS IN HALF.

WE HAVE HAD TWO IN THE LAST YEAR.

BETTER TO CLEAN UP THE POLICIES SO WE DON'T KEEP VIOLATING IT WHEN WE HAVE A REQUEST FOR SUCH A USE.

MOVING ON TO OUR NEXT PUBLIC HEARING.UBLIC HEARING TO AMEND THE LAND DEVELOPMENT CODE TO ADD AMPHITHEATER AS A CONDITIONAL USE IN THE ZONING. THE PROPOSED CHANGE TO THE LAND DEVELOPMENT CODE ADD AMPHITHEATER AS A CONDITIONAL USE IN ZONING. YOU HAVE THIS ONE ALSO.

ALLOWED IN MASTER PLAN. THE ZONING DOES REQUIRE A MASTER PLAN. SO THIS PROPOSED CHANGE CAN ACT AS AT TWO THAT MASTER PLAN. HE REASON I BRING THAT UP, IF ANOTHER WANTS TO ADD AMPHITHEATER THEY WOULD HAVE TO COME BEFORE THE PLANNING COMMISSION AND BOARD TO DO IT.

YOU HAVE TO HAVE A MASTER PLAN TO BE IN ZONING.

THIS MORE OR LESS IS A MODIFICATION OF THE MASTER PLAN. TO ALLOW FOR AMPHITHEATERS.

HE LOCATION, THE PROPOSED SITE IS ON THE EAST SIDE OF THE MALL. ALONG THE BUFFER RIGHT HERE WITHIN THAT GRASSY AREA. THAT IS WHERE THEY PROPOSED THE AMPHITHEATER. SOME RENDITIONS, NO SEATING.

RELATIVELY SMALL IN NATURE. AMENITY TO THE MALL TO ATTRACT MORE PEOPLE AND TO PROVIDE ENTERTAINMENT TO PATRONS.

I THINK THE APPLICANT IS HERE TONIGHT.

THEY CAN CERTAINLY ANSWER ANY QUESTIONS YOU MAY HAVE.

REQUIRE NOT ONLY MEETING CONDITIONS BUT ARE YOU SAYING ANY BSC THAT WANTED TO DO THIS WOULD HAVE TO ASK.

ONCE THAT IS APPROVED, IF THEY HAVE MINOR CHANGES TO THE MASTER PLAN, ADMINISTRATIVELY APPROVED BY STAFF.

THEN THEY HAVE TO COME BACK BEFORE THE BOARD TO CHANGE THE PLAN. SO I CANNOT IMAGINE ANY OTHER PROPERTIES THAT WOULD WANT TO PUT IN AMPHITHEATER.

MOST ARE RELATIVELY SMALL IN NATURE.

JUST LIKE SHOPPING AREAS NOT REALLY A MALL LIKE ORANGE PARK MALL. SUBSTANTIAL ENOUGH TO COME BACK BEFORE THE PLANNING COMMISSION AND BOARD.

THE OTHER THING TOO, ONE ITEM ON BSC NUMBER SIX, COMMERCIAL RECREATIONAL FACILITIES AND SOUNDPROOF BUILDINGS.

I DON'T KNOW IF THAT MEANS IF YOU BRING THIS AS A CONDITIONAL USE, THAT NEGATES THAT REQUIREMENT OF BSC.
