I RECEIVED SOME BACKGROUND INFORMATION FROM THE CHIEF AND KAREN. THIS WAS PRIOR TO PERFORMING MY EVALUATION REGARDING THE PROJECT REQUIREMENTS.

SO, MY UNDERSTANDING IS COMMISSIONER BOLLA WAS MAINLY FOCUSED ON THE BID PRICING AND WHAT WE RECEIVED SINCE THE CONTRACT PRICE OF $50 MILLION. SO, FIRST I PERFORMED AN INDEPENDENT RECALCULATION OF THE PRICES.

SO, MY RECALCULATION WAS CONSISTENT WITH THE STAFF'S EVALUATION AND THE MOTOROLA COST WAS THE LOWEST OF THE THREE.

I DIDN'T REVIEW THE SUBSEQUENT CHARGES THAT WE RECEIVED FROM MOTOROLA ABOVE THE 50 MILLION-DOLLAR CONTRACT PRICE. THOSE CHARGES ARE APPROXIMATELY $719,000. SO, MY EVALUATION WAS THAT THESE CHARGES WERE FOR REPAIRS AND REPLACEMENT WHICH WERE NOT INCLUDED IN ANY OF THE THREE ORIGINAL BIDS THAT WE RECEIVED.

THEREFORE THAT WOULD HAVE BEEN ABOVE AND BEYOND THE CONTRACT PRICES NO MATTER WHAT WE WENT WITH.
